That's how the original MoM works - I tried it just to make sure. That dark elf city is 3 squares down & 2 squares right of where you are surveying, therefore this is "within 3 squares" and so you can't built a city there.

Why do you think its wrong...?

OK, I'm wrong.

I was mistaken by the lines of the limits... I thank it was the 'radar zone' of the surveyor :D
